Health insurance card: A meaningful gift to disadvantaged women

(BGO) - Along with measures to support women’s life, the women's unions at all levels in Bac Giang province are mobilizing various resources to give health insurance cards to their members in difficult circumstances. This gift gives women and their families the opportunity to access medical services and health care, thus easing the economic burden when they are ill.

Small card, great meaning

In addition to the members who come from poor and near-poor households, in recent years, the women’s unions have taken many solutions to raise funds to buy annual health insurance cards for members who are disadvantaged and single women.

Those themselves or their husbands or children who are often sick and suffer dangerous diseases are also beneficiaries. This is a solution to help disadvantaged members and their families to gain health care towards the goal of increasing universal health insurance coverage of the women’s unions at all levels.

The family situation was difficult so when getting sick, the husband of Nguyen Thi Lien (born in 1967) in Va village, Dong Phu commune, Luc Nam district (Bac Giang) did not dare to go to the hospital. Understanding this situation, Nguyen Thi Nhi, Chairwoman of the Dong Phu commune Women's Union, donated money and mobilized other sources to buy two health insurance cards for Lien and her husband.

Le Thi Dung (born in1959) in Tan Phuong village, Tan My commune (Bac Giang city) has worked as a village sanitation worker for more than three years. In spite of her strict thrift practice, the money she earns is just enough to cover living expenses and her two children’s study. 

Despite suffering from osteoarthritis for a long time, she did not dare to go to the hospital for check-up and treatment because she was worried about expensive costs.

To help Dung as well as many other female sanitation workers, in 2017, Bac Giang Women's Union proposed the municipal People's Committee allocate a budget to buy health insurance cards for them. Each year, about 120 female sanitary workers are presented with health insurance cards.

In Hop Duc commune (Tan Yen district), members of the Executive Committee of the communal Women's Union voluntarily donated money to cover half or all of the value of health insurance cards for disadvantaged members. 

From various sources of savings, this year, Hop Duc has more than 60 women and students given health insurance cards with the value ranging from over 300,000 VND to 500,000 VND per person.

Practical initiative

Implementing Directive 08 of the Standing Board of the provincial Party Committee on encouraging people to participate in health insurance in order to increase universal coverage, in 2016, the provincial Women's Union signed a cooperation programme with the provincial Social Insurance Agency.

From the movement of collecting waste for trees, the Women's Union of Tran Nguyen Han ward (Bac Giang city) raises funds to help disadvantaged women.

Accordingly, every year, the provincial Women’s Union and its district and city chapters actively coordinate with the social insurance sector in developing plans and organizing communications campaigns to encourage members to implement policies and laws on health insurance, focusing on the peak month (November).

According to Nguyen Thi Lien, Chairwoman of the provincial Women's Union, the the universal health insurance policy has been implemented by the women’s unions at all levels with concrete and practical solutions. It is considered a content to perform the task of caring for rights and benefits for women and children.

The women’s unions have built savings models from selling scrap to support the purchase of health insurance cards for members who live in difficulties and often get sick instead of giving gifts or cash; at the same time proposed a mechanism to support union cadres acting as health insurance agents.

From that reality, there have been many creative ways to mobilize resources from the local Party Committees, authorities, businesses and individuals. Over the past three years, the women’s unions at all levels across the province have presented more than 2,200 health insurance cards to members coming from poor and near-poor households and their children who are students.

In 2019 alone, more than 1,000 disadvantaged members and students in the province had all or half of the value of health insurance cards for the next year covered. Some localities which implemented the work effectively were Tan Yen district with 450 cards, Hiep Hoa district 369 cards, and Lang Giang district 148 cards.

(BGO) - Thanks to proper collection, classification and treatment of household waste, the women’s union of Tan An commune, Yen Dung district, Bac Giang province earns some tens of million VND (some 432 USD) annually to support poor women and children.

(BGO) - The Vietnam Women's Union collaborated with the Vietnam Climate Innovation Centre (under the Ministry of Science and Technology) to organise a ceremony in Hanoi to honour  the creative ideas at the creative startup contest  themed "Women and the future of green economy".
