The event also aimed to grasp difficulties facing the locality and propose mechanisms and policies to solve them. Duong Van Thai, member of the Party Central Committee, Secretary of the provincial Party Committee and Chairman of the provincial People's Council presided over the working session.
Implementing many key tasks
Immediately after the 25th district Party Congress, the Standing Board of the district Party Committee directed the building and promulgation of three projects, three resolutions, one programme and one plan to realize the objectives set in the resolutions of the all-level Party congresses, ensuring the consistence with the local real situation. The district Party Committee and People's Committee has continued to direct the implementation of the project to build Luc Ngan into a key fruit tree area at the national level.

Speaking at the event, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Le Anh Duong said that Luc Ngan should focus on developing fruit trees, with priority given to increasing value and product quality. In addition, the district needs to tap its existing advantages to develop attractive tourist areas.
He said that Luc Ngan must be determined to build a national key fruit tree area combined with tourism development. To do this, the district should call on more strategic investors to develop tourism types, and focus on developing One Commune One Product (OCOP) products and upgrading some products to the national level. It needs to orient the new-style rural area building in its own way, which preserves and promotes the typical cultural identities of ethnic minorities.
Le Thi Thu Hong, Permanent Deputy Secretary of the provincial Party Committee, affirmed that Luc Ngan has received special attention from the province, ministries and agencies as it boasts many strengths, including fruit trees. The tourism development associated with fruit trees is now in the early stage, so the district needs to develop a number of pilot models for replication.
Optimizing potential and strengths
Concluding the working session, Secretary of the provincial Party Committee Duong Van Thai acknowledged the results the Luc Ngan Party Committee, government and people have made in all fields in recent years. He said that the district holds more advantages than other localities as local people are industrious and creative, and can get rich right on their homeland. This is the basis for the district to further develop in the coming time.

He asked Luc Ngan to focus on developing green, safe and organic agricultural-forestry production and promote communications to change the old thinking of production to become the national key fruit tree area, thereby developing tourism.
The district should step up the models of cooperative groups and cooperatives; pay heed to building brands and labels for OCOP products; strengthen the application of science and technology, and digital transformation; and develop e-commerce floors in agriculture, towards modern agricultural production.
The district needs to bring into play the advantages of forest hills to develop cattle breeding, while strictly protecting the existing forest area to preserve natural resources; encourage people to plant large timber forests to increase economic value.
Regarding services and tourism, the Secretary of the provincial Party Committee noted that the district should tap its available potential to make tourism a driving force and a breakthrough in the local economic sector.
It is necessary to improve the quality of the contingent of cadres, civil servants and public employees; speed up administrative reform and improve the business and investment environment; strengthen IT application and digital transformation; and improve state management efficiency in all fields.
