Officials strictly manage codes, farmers stick to orchards

For more than a dozen days, every day, Vu Van Men in Dong Giao village, Quy Son commune (Luc Ngan district) has been present at his family's lychee garden to prune branches and monitor pests and diseases. His family's 2.3 ha lychee garden are cared for in line with the partners’ processes, with all stages recorded in the diary.

According to statistics, the province currently has more than 28,000 hectares of lychees, of which more than half have been granted planting area codes for export, including 135 codes to the Chinese market on a total area of over 15,000 ha, 30 codes to the Japanese market (230 ha), and 18 codes to the US and EU markets (218 ha).

To ensure product quality, the provincial Department of Agriculture and Rural Development has coordinated with localities to grasp the development process and developments of pests and diseases, and sent staff to each locality. Professional staff of the district and communal agricultural extension agencies keep a close watch on the orchards to promptly guide people to strictly follow the processes.

In Phuc Hoa commune (Tan Yen district), along with providing instructions and technical support for lychee growers, the communal People's Committee assigned agricultural extension officers to assist farmers in purchasing plant protection drugs on the permitted list as required by the Japanese side, avoiding the use of other drugs that affect the product’s reputation and quality.

The whole commune has about 630 hectares of early-ripening lychee, of which 15 hectares are grown up to standards for export to the Japanese market. In order to increase lychee production for export to Japan, the commune proposed granting codes for an additional 10 hectares and connecting with businesses to sell products.

Taking "drastic measures" to keep product quality

In fact, to strictly manage the growing area and packing facility codes, specialized agencies and local authorities have come up with "drastic" solutions. For example, the People's Committee of Phuc Hoa commune required members in the coded areas to commit to strictly following the caring process and using pesticides in the list. Any household violating the regulations must get out of the coded planting area.

Or in Luc Ngan district, to overcome the lending, exchanging and sharing the growing area and packing facility codes during the export process, the People's Committee of the district is considering the allocation of funding for stamp printing to give to packing facilities.

Each establishment receives the number of stamps corresponding to the licensed area. Styrofoam businesses are required to produce sufficient quantities for packing establishments.

Nguyen The Thi, Vice Chairman of the Luc Ngan district People's Committee said: "The stamp granting will put an end to the enterprises’ exports in large quantities, exceeding the output according to the issued area code, ensuring fairness for all businesses. Meanwhile, the fixing of styrofoam box production quotas will ensure a sufficient number of styrofoam boxes for the growing area codes, preventing hoarding and price hikes when entering the "peak" harvest.

According to the Department of Agriculture and Rural Development, the flowering rate of the early-ripening lychee reaches nearly 100 percent, and that of the main-crop lychee about 75 percent. In order to proactively prepare for the lychee crop, especially for export, recently, the department’s working group in charge of inspecting and warning of shortcomings in the management of planting area and packing facility codes had field trips to localities.

Le Ba Thanh, Deputy Director of the Department of Agriculture and Rural Development said: “In order to widen way for lychee exports, along with reminding and guiding people to comply with the requirements of foreign countries right at the garden, the sector plans to propose the Plant Protection Department adjust planting area codes, ensuring that each code is only for 50-100 ha. Then the management will be more convenient and members will also be more responsible for managing and protecting their own code.

2021 lychee harvest brings revenue of over VND6.8 trillion to Bac Giang
