Managing code-granted growing areas, packaging facilities

(BGO) - Along with proposing the granting of codes to growing areas and agricultural product packaging establishments, specialized agencies and local authorities in Bac Giang province have paid attention to management and supervision to ensure production follows a right process. This helps open up opportunities for agricultural products to be exported, thus increasing their value.

According to the Department of Agriculture and Rural Development, the province has about 30,000 hectares of lychee, watermelon, longan and citrus trees (oranges and pomelos) with nearly 400 growing area codes.

The lychee production area for export to the Japanese market is in Phuc Hoa commune (Tan Yen district).

More than 16,000 hectares of lychee alone have been granted codes, including 30 codes for export to Japan, 18 for shipment to the US market and some EU countries, and 149 for export to China. The remaining codes include 44 for growing longan, 40 for melons and 117 for oranges and pomelos, mainly exported to China.

The province also boasts 300 packaging facilities meeting export regulations, mainly in Luc Ngan, Luc Nam, Yen The and Tan Yen districts, and Bac Giang city.

According to Le Ba Thanh, Deputy Director of the Department of Agriculture and Rural Development: "Once coded, through the QR code labeling system, countries can easily look up the origin of products".

In Ho Dap commune (Luc Ngan district) - a locality with 5 codes covering 37 hectares of lychee for export to Japan, technical staff from the district's support team often come to the orchards to directly guide farmers how to care for the fruit trees and make a diary. 

When there are signs of pests, households are advised on what chemicals they should use and how to spray them. Similarly, with 15 hectares granted two codes for export to the Japanese market, the quality and value of Phuc Hoa early-ripening lychee (Tan Yen district) have been improved.

Ngo Van Tiep, Chairman of the Phuc Hoa commune People's Committee said: "In the last crop, the early-ripening lychee production in areas granted codes to export to the Japanese market in the commune was about 300 tonnes. Of which, 40 tonnes were shipped to Japan.

Strengthening management to avoid possible consequences

In fact, the requirements on growing area code of countries importing agricultural products from Vietnam are increasingly strict. In Bac Giang, there are some code-granted growing areas and packaging facilities receiving warnings by the importing countries.

The province has about 30,000 hectares of lychee, watermelon, longan and citrus trees (oranges and pomelos) with nearly 400 growing area codes. Recently, to serve the inspection of coded growing areas and packaging facilities in the province for lychee by the General Department of Customs of China, a delegation of the Department of Agriculture and Rural Development inspected in a number of localities.

The inspection showed that the lending, exchanging, sharing of growing area and packaging facility codes during the export process appeared in some localities. 

To deal with these cases, along with reminding and guiding growers to comply with regulations right at the garden, the Department of Agriculture and Rural Development has sent a dispatch to urge local authorities to immediately fix these shortcomings.

To strengthen the management of growing areas and agricultural product packaging facilities with codes, the Chairman of the provincial People's Committee has just sent a dispatch requesting the Department of Agriculture and Rural Development to promote dissemination of legal regulations related to code-granted growing areas and packaging facilities as well as the requirements by the importing countries; develop a plan for periodic monitoring and verifying the traceability of products from coded growing areas and packing facilities, and resolutely handle violations.

The relevant agencies must strengthen trade promotion activities to support farmers in the sale and export of agricultural products. In the next two years, the province will complete the granting of codes to the entire area of fruit trees (10 hectares or more), and update information on the electronic diary.
