Mobilizing various sources in execution of Bac Giang International Logistics Center

(BGO) – On February 25, Vice Chairman of the Bac Giang provincial People’s Committee Duong Van Thai chaired a meeting with several departments, sectors and investors about the execution of infrastructure and warehouse construction for Bac Giang International Logistics Center. 

The project is executed in Song Khe commune (Bac Giang city) and invested by the Hoang Phuc Management and Investment Company Limited and the Hai Trinh Hai Nam Financial Management Joint Stock Company (China). It is represented by Bac Giang based International Logistics Company Limited (BGIL)

The Vice Chairman of the Bac Giang provincial People’s Committee Duong Van Thai chairs the meeting.

According to Phung Van Lan, Director of the Center of Land Resource Development (under the Department of Natural Resources and Environment), the Center prepared and submitted the document to the provincial People’s Committee to hand over and lease 16.01hectares of land in the first period to the BGIL for project execution while temporarily delivering 50 hectares of land for the investors to carry out the leveling work.

Besides, the land leasing document for the second period is under proceeding for another 48 hectares. However, 18 households (covering 1.42 hectare) in this area have yet to receive the compensation value for site clearance while it is difficult to reclaim 0.46 hectare of land from 12 families.

The investors have to date leveled over 360,000 square meters (accounting for nearly 73 percent of the area excluding land for transport and electric corridor) with the volume of over 322,000 cubic meters of ground. The BGIL completed the geological survey of the whole project for the construction design of superstructure items; built the surrounding wall to prevent the re-encroachment; finished the tie-in program with the National Road No.1, structure of the rest stop and central control building….with a total investment of more than 417 billion VND (over 17.9 million USD).

Nguyen Duong Do, Head of the BGIL’s Technical Department voiced the hardest task that was to ask for the permission from the Ministry of Transport to allow the tie-in from the Logistics Center to the National Road No.1; thus the plan of project partial adjustment has not been approved. Meanwhile, there remain several shortcomings in the site clearing work and mixed lands in the “clear” area.

Explaining about the planning issue, Vi Thanh Quyen, Vice Director of the Department of Construction said the overlapping still occurs and there are somethings unmatch to the surrounding tie-in infrastructure.

After discussing to clarify the obstacles and listening to various reasons from many parties, Vice Chairman Duong Van Thai agreed with the assessment from the departments and sectors. He admitted a delay execution schedule of the infrastructure and warehouse construction for Bac Giang International Logistics Center compared to the plan.

Apart from the above-mentioned reasons, the Vice Chairman considered that the investors are not really serious in implementation with unprofessional working manner, causing a considerable impact on the project execution progress.

The Bac Giang International Logistics Center is the knot for distributing, transporting the goods as well as the purchasing activities from Lang Son province to Hanoi city and the urban areas within the capital region. It also acts as a stop to transport the commodities from the Northern mountainous areas to the seaports in the provinces of Quang Ninh and Hai Phong and vice versa.

For the upcoming time, he urged the Bac Giang municipal People’s Committee to coordinate with the provincial Center for Land Resource Development to instruct Song Khe commune in reviewing and thoroughly handling the compensation and land clearance relating issues; boost up the communication to call for resident’ strict implementation while preparing the coercive program and striving to deliver the “clear” land to the investor before June 20, 2019.

Additionally, the BGIL should mobilize the manpower and capital to execute the project; tightly coordinate with the competent authorities to solve the shortcomings; prepare the detail plan and clearly commit on each task, especially the completion of the necessary procedures and documents such as the licences of construction, investment, tie-in with the National Road No.1….

The Department of Planning and Investment will act as a contact point to help the provincial People’s Committee to expedite and inspect the schedule. The Departments of Construction and Natural Resources and Environment were requested to immediately handle the issues raised at the meeting and focus on revising and verifying the plan as well as recovering the unreasonable points to ensure the project completion and operation early.
