According to the report, the province has seen positive changes in socio-economic situation in the first 4 months despite numerous difficulties and challenges.

At the meeting, the participants spent time seeking solutions to speed up disbursement of public investment capital and increase state budget revenue in 2023. To date, the rate of public investment disbursement in the province is low, especially in the districts of Luc Nam, Yen The, Viet Yen and Bac Giang city. 3 state budget revenues in the province failed to reach 30 percent of the plan.

Besides, the number of Covid-19 infections tends to increase within 1 week. There is still shortage of medical equipment and materials in some localities.

Concluding this content, PPC Chairman Le Anh Duong stressed the departments, agencies and localities need to pay high attention to boost implementing the Resolutions of the Government, the provincial Party Committee and the provincial People’s Council as well as the PPC’s Plan on the tasks of socio-economic development, business climate improvement and state budget estimate in 2023.

In addition, they were urged to concentrate on accelerating implementation of the Resolutions approved by the provincial People’s Council and making mid-term evaluation on implementation of the Resolution of the 19th provincial Party Committee Congress and the Resolution of the all-level Party Committee Congress in the 2020-2025 tenure while making good preparation for the 11th session of the 19th provincial People’s Council.

As mentioning the low rate of public investment disbursement, the PPC Chairman Le Anh Duong stressed the investors and localities need to direct the contractors to accelerate progress of the construction works to disburse investment. Besides, they were required to regularly check on the progress and timely remove obstacles during implementation. 

It is necessary to take measures to speed up investment disbursement on schedule with strong disciplines. In order to promote economic growth, the related agencies need to pay attention to removing obstacles for enterprises to soon bring the projects into operation especially those of large scale.

He ordered the Taxation Department to implement drastic measures on tax administration and closely supervise collection progress of each type of tax while improving efficiency of land tax collection, administration and use of land-based revenues.

Facing resurgence of Covid-19 pandemic, he requested the Health Department and localities to continue strictly implementing the directions on the pandemic prevention and control with a close watch on the pandemic situation.

The Department of Finance was urged to promptly propose plans to remove difficulties and reduce valuation time in bidding for purchasing medical supplies so that the hospitals can promptly buy medical supplies, equipment and medicines to avoid local drug shortage.

The Education Sector was directed to implement effective measures to improve teaching and learning quality and prepare good conditions for the final exams and high school graduation exam.

The Department of Industry and Trade was urged to well implement promotion of lychee consumption.

The departments, agencies and localities need to evaluate and make plans for effective implementation of the district and department competitiveness index.

They also need to pay attention to seeking solutions for prevention of injury accidents and drowning. In addition, it is necessary to strengthen communication to organise big events, better public relations, deal with petition and avoid complicated claims, prevent and fight against social issues and reduce traffic accident.

The participants also gave opinions upon some other important contents at the meeting.
