Viet Yen – A bright spot
Viet Yen district is the locality with the highest number of fees and charges paid online via the Public Service Portal in the province with more than 5.1 billion VND. According to Nguyen Minh Phuong, Deputy Chief of the Office of the district People's Council and People's Committee, right after implementing this service, the district People's Committee has directed specialized agencies, the People's Committees of communes and townships to review administrative procedures with fees and charges for using online public services at level 4.

They were asked to work with the Joint Stock Commercial Bank for Foreign Trade of Vietnam’s Bac Giang branch to agree on creating accounts to collect and pay fees and charges online for agencies and units; encourage all local people and cadres, civil servants, public employees and workers to open accounts on the provincial Public Service Portal.
As a result, since the beginning of the year, Viet Yen district has had 2,862 applications at levels 3 and 4, reaching 61.33 percent. Of which, 649 saw online payments via the Payment Platform integrated on the National Public Service Portal through such forms as QR code payment and card payment at POS-EDC Controller...
Forming "digital citizens"
The provincial Public Service Portal is providing 1,380 online public services, of which more than 500 public services at levels 3 and 4 of the province, districts and communes are integrated on the National Public Service Portal. Of these, there are nearly 100 procedures generating fees and charges. Since the beginning of the year, the total payments on the provincial Public Service Portal has reached nearly 11 billion VND, most of which came from taxes (land tax).

For online payment when handling administrative procedures, people must first have an account on the provincial Public Service Portal or the National Public Service Portal. Therefore, localities need to promote communications and guide people to register for accounts and firmly grasp the usage process; while creating favourable conditions for searching and accessing services at the one-stop-shop units.
The goal of Bac Giang province in 2022 is to have at least 60 percent of administrative procedures with financial obligations paid online, of which, the rate of online payment transactions will reach at least 30 percent. To do this, it needs the drastic participation of authorities at all levels, sectors, organizations, individuals and businesses.
Currently, Luc Ngan district has made QR codes for payment available at all district and commune one-stop-shop units. Viet Yen’s officials, civil servants and people are urged to make online payments when carrying out procedures related to taxes and fees in the land field.
At the Department of Labor, Invalids and Social Affairs, Tran Van Ha, deputy director of the department, said that the unit has guided businesses, cadres, civil servants, employees and workers who have a bank account and a certain level of information technology to use online services.
At a recent meeting with the Department of Information and Communications, Standing Vice Chairman of the provincial People's Committee Mai Son asked the heads of departments, agencies and localities to uphold their responsibilities and hasten the use of online public services at levels 3 and 4 in specialized departments; properly assess the situation to give timely directions and propose to superiors solutions to remove difficulties and problems. In particular, this is also an important solution for each citizen to protect their own health in the context of the complicated pandemic.
