Bac Giang reviews and prioritizes urgent projects

BAC GIANG – The disbursement of public investment funds for this year’s projects differs from previous years as district-level administrative units will cease operation starting July 1, 2025. As a result, localities in the northern province of Bac Giang are prioritizing to implement and complete urgent and unfinished projects.

To ensure a smooth handover of duties after the district-level units end operations, Bac Giang City has since the beginning of the year directed strong, comprehensive measures to accelerate the progress of ongoing public investment projects.

Construction progress is being accelerated on the road from Duong Duc commune to Xuan Huong commune (Lang Giang district).

Specifically, there are 84 completed projects awaiting final settlement, 56 transitional projects and 19 key projects that must be prioritized to complete in 2025.

The city has requested project owners to register disbursement schedules, specify timelines for submitting final accounts and report monthly on implementation progress and disbursement results.

In Viet Yen township, local authorities have also focused on unfinished projects, giving priority to essential ones such as roads and schools.

At the supplementary construction site of the connecting road between the township's cultural and sports complex and Tu–Duong Huy road (Bich Dong ward), contractors are mobilizing equipment and manpower. According to a contractor representative, work on cleared sections is expected to be completed in April.

Luong Van Nghiep, Deputy director of the Department of Finance said as of March 31, 2025, the total disbursed public investment capital in the province exceeded 1 trillion VND (434.8 million USD), equivalent to 14.72% of the allocated plan—double the same period last year and higher than the national average of 8.98%.

This result was gained thanks to the proactive and early allocation of detailed funding sources in the province. In addition, localities and project owners have been actively accelerating projects to ensure disbursement volume.

Nghiep also noted that, due to the upcoming end of district-level operations, the province has introduced new directives for public investment disbursement such as speeding up the settlement of outstanding construction debts and completed project accounts, holding leaders accountable for disbursement outcomes.

Following the province’s directives, with little time left to restructure district-level administrative units, localities are concentrating resources on implementation, especially resolving land clearance issues.

Along with site clearance, districts, townships and city are also ramping up efforts to implement projects according to the allocated capital plans. They are reallocating funds from delayed projects to those that are progressing well and have high disbursement volumes.

To reinforce these efforts, the province regularly reviews and urges the disbursement of public investment capital. Relevant departments and agencies are directed to resolve emerging issues with the spirit that all obstacles must be addressed and resolved.
