Looking back on the 10-year path of implementing the PARMP, could you reveal the outstanding achievements the province has obtained?

It can be said that, after nearly 10 years of implementing the Government's Resolution No. 30c/NQ-CP dated November 8, 2011 on the PARMP for 2011-2020, public administrative reform (PAR) in the province has seen positive changes and achieved positive results in the following fields:

The Party committees and authorities at all levels have paid attention to directing the drastic and synchronous implementation of the programme with new, creative, practical and effective ways.

The administrative procedure reform and the one-stop-shop mechanism have been implemented seriously and methodically, helping change the methods and ways of working of civil servants and public employees.

The application of information technology has been promoted, creating openness and transparency as well as reducing the time for handling administrative procedures. Especially, Bac Giang was one of the first seven provinces and cities nationwide to put the Public Administration Service Center into operation in 2016.

The PAR implementation results over the past time have helped improve the effectiveness and efficiency of state management, improve the business and investment environment, enhance competitiveness, and bring convenience and satisfaction to the people and enterprises, thus making positive contributions to the development of the province.

Bac Giang is currently among the leading localities in the country in terms of investment attraction, partly thanks to the PAR work. What are lessons drawn from this field?

From the reality of investment attraction and administrative reform, some lessons can be drawn as follows:

Firstly, PAR must take the satisfaction of the people and businesses as a measure and a goal to implement.

Secondly, PAR needs to have drastic and synchronous participation of the entire political system, especially promoting the role of the heads of Party committees and authorities at all levels. PAR is a key task so it should be done regularly and continuously in association with innovation and creativity.

Thirdly, the contingent of officials, civil servants and public employees play a key role in PAR work. To make the work effective, first and foremost, it is necessary to raise the awareness, perception, and responsibility of this contingent at all levels in performing their official duties.

Fourthly, PAR must be identified as the most important solution to improve the business and investment environment, and raise competitiveness, thereby creating attractiveness and promoting investment attraction.

Could you please tell us main orientations of the province in PAR implementation in the coming time?

In viewpoint, the province determines that PAR should be carried out in a synchronous, pragmatic and thorough way with the drastic participation of the political system and authorities at all levels as well as active coordination of the business community and all people across the province.

The goal is to build and perfect the state administration that "serves the people and is professional, modern, effective and efficient". We aim to build a truly transparent, healthy and fair business and investment environment and bring the best utilities and services to businesses and people.

First of all, it is necessary to focus on fixing shortcomings and limitations, and strongly improving provincial evaluation indexes, especially the provincial competitiveness index (PCI), striving to increase at least 10 places in 2020 compared to 2019. The province will continue to disseminate and implement Government instructions fully and promptly.
