Hanoi boosts sectoral economy to drive GRDP growth

The Hanoi People’s Committee issued Plan No. 111/KH-UBND on April 22 to accelerate sectoral economic growth in 2025, aiming to boost the city's GRDP by at least 8% in 2025, laying a solid foundation for the 2026–2030 breakthrough development phase.

The plan outlines tasks and solutions for departments, districts, and agencies to actively implement sector-specific responsibilities, align with the city’s socio-economic programmes, and enhance the business climate and competitiveness.

It emphasises practical governance and flexible, timely policy responses to emerging challenges, holding leaders accountable for efficient implementation.

Key focus areas include planning, investment, finance, and credit. Priority industries such as manufacturing, commerce, energy, tourism, and agriculture will be strengthened. Policy reforms in these sectors are expected to be major drivers of economic growth.

The plan assigns 29 targets related to urban, rural, and environmental development, alongside seven economic indicators covering GRDP, export turnover, and CPI.

High-tech zones, industrial parks, and craft village clusters will be developed under the “smart-green-clean-beautiful” model.

Efforts will be made to simplify administrative procedures, resolve bottlenecks, and complete industrial infrastructure to attract investment.

Hanoi aims to begin construction on 11 remaining industrial clusters and complete 30 clusters started between 2021–2024. An additional 15–20 clusters will be established or expanded.

Retail and commercial projects will also be expedited. Businesses will receive support to innovate, improve productivity, and boost competitiveness. The city targets improved PCI rankings, striving to be in the top 20 by 2025.

Promotional campaigns and trade initiatives will be intensified. Hanoi aims to promote 2,000 local specialty and OCOP products via e-commerce platforms and websites.
