Private economic development: Strengthening domestic business connectivity

BAC GIANG - In recent years, the private sector has increasingly affirmed its role as a key driver of Vietnam’s economy in general and that of Bac Giang province in particular. One of the essential solutions for fostering private sector growth is to strengthen the connection between domestic businesses and foreign direct investment (FDI) enterprises.

Currently, there are very few state-owned enterprises operating in Bac Giang province, while the number of FDI enterprises is large. At the end of 2024, the province had approximately 18,000 registered businesses, of which about 99% were private enterprises.

The total registered capital reached nearly 206.3 trillion VND (7.9 billion USD), creating jobs for around 33,150 workers. In 2024, the average monthly income of workers in private enterprises was 11.86 million VND.

Additionally, the province is home to about 1,200 registered cooperatives and roughly 140,000 individual business households.

These enterprises operate across a wide range of sectors including real estate, construction, garment and textile, agricultural product processing, wood processing, mechanical engineering, construction materials, trade and services, tourism, education and training, health care, information technology, and banking and finance.

Most private enterprises in the province are small, medium, or even micro-sized, contributing only about 30% of the province’s total budget revenue.

Business management capacity and legal awareness among these enterprises remain limited. Particularly, the number of private enterprises applying high technology, engaging in supporting industries or precision mechanics remains low.

The adoption of digital transformation and artificial intelligence (AI) is still in its infancy.

To effectively implement the Politburo’s Resolution No. 68-NQ/TW dated May 4, 2025, on promoting the private economic sector, it is necessary to develop and issue a project aimed at strengthening connections between domestic direct investment (DDI) and FDI enterprises.

The project includes an assessment of the current status of DDI and FDI enterprises in the province; identification of areas in which DDI and FDI businesses can collaborate, both now and in the future; proposals for information-sharing mechanisms between DDI and FDI enterprises; recommendations for forms of collaboration and linkage; and rapid deployment of support policies related to R&D, training, consulting, trade promotion, and technology transfer for DDI enterprises.

Once the project is approved, a dedicated agency should be assigned to regularly supervise, evaluate, and summarise the outcomes.

In the long term, it is necessary to develop mandatory mechanisms requiring FDI enterprises to use products and services provided by DDI firms.

DDI businesses must proactively understand the needs of FDI enterprises through conferences, forums, and direct engagement sessions organised by government agencies or other channels.

They should be bold in seeking new technologies and improving product quality to meet the requirements of FDI partners. Coordination with relevant agencies to organise events and promote linkages between DDI and FDI enterprises is crucial.

A communication channel should be established to provide information on the capabilities and needs of both sides.

Effective connections among different types of enterprises will not only help improve productivity and product quality, but also create a synergistic momentum for the entire economy of Bac Giang province.
