Bac Giang to complete land clearance for 22 industrial clusters in June

BAC GIANG- There have been 55 industrial clusters established in northern province of Bac Giang with the total area of 2,300 hectares (including nearly 1,500 hectares of industrial land). To date, 957 hectares of land in 34 industrial clusters (totaled 1,800 hectares) have not been completed land clearance.

Facing this circumstance, the provincial People’s Committee directed the investors of industrial cluster infrastructure, Department of Industry and Trade and district-level people’s committees to sign a tri-party commitment on implementation plan for investment in infrastructure construction of each industrial cluster, in which they must agree on the steps and deadline for specific tasks.

Doan Bai industrial cluster (in Hiep Hoa district) is under construction.

According to the signed commitment, 22 out of 34 industrial clusters will finished land clearance (total 454 hectares). The remaining clusters will be implemented slower because they are newly established and proceeding related legal procedures.

26 investors of the industrial clusters prepared land clearance records in May 2025, among which 3 clusters are behind schedule against their commitments, according to a representative of Bac Giang Department of Industry and Trade.

Since March 2025, the localities and authorities have collaborated with the investors to carry out compensation for land clearance of 110 out of 454 hectares, posing risk of slow progress compared to the timeline committed in the tri-party agreement and badly affecting implementation of the projects.

The main reason for this situation is lack of active and decisive coordination among some agencies and units in urging, directing and resolving difficulties for investors. Besides, collaboration between the district people’s committee and some investors has posed ineffective.

In order to ensure the progress of land clearance for industrial clusters as planned to attract secondary investors, the Department of Industry and Trade requested the investors of industrial clusters to closely cooperated with related agencies to promptly fulfill tasks related to land clearance and timely report arising obstacles for resolution.

People’s committee of the districts, townships and city were urged to direct related divisions, agencies, units and communal-level people’s committee to thoroughly resolve the remaining land area that has not yet been cleared.

Besides, they need to collaborate with the Department of Agriculture and Environment to seek solutions for removing difficulties and obstacles related to land record adjustments and land use right certificates during the land lease application process, land inventory, identification of land origin, disputed land, inheritance division and land that has been gifted or transferred to multiple owners.

In addition, it is necessary to promote communication about land-related new regulations as well as programmes on developing industry and socio-economic infrastructure of the province so that the citizens can approach and gain consensus.
