Promoting internal resources, turning difficulties into opportunities, successfully fulfilling set goals

Thanks to valuable experiences drawn from previous years, especially in 2021, coupled with the spirit of solidarity, determination, and development aspirations of the entire Party Organization, authorities at all levels, business community and people of all strata in the province, we made good use of opportunities, brought into play our internal resources and turned difficulties into opportunities to promote development, thus achieving impressive, outstanding and comprehensive results in all fields. The main targets set for 2022 were all completed and surpassed, with many among the top in the country.

Bac Giang is the first province in the country to have its master plan for the period of 2021-2030, with a vision to 2050 approved by the Prime Minister, which opens up new spaces and driving forces for development. We also promptly solved the lack of clean grounds to attract investment after the Prime Minister allowed the province to establish two more industrial parks and expand two others.

The effectiveness and efficiency of state management in all fields continued to be improved. Many difficulties, obstacles and bottlenecks have been removed, creating positive changes in various spheres.

The culture and social areas continued to see many changes; social security policies were well implemented; and people's life improved.

Traditional and cultural values were preserved and promoted effectively. In particular, we successfully hosted the badminton matches of the 31st SEA Games, which was appreciated by people and friends at home and abroad.

Spreading the spirit of solidarity, aspiration, determination to create new breakthroughs

As the general situation is expected to continue facing many difficulties and challenges, even more than in 2022, with the achievements obtained in the past time, plus the potential and position of the province today, and especially the spirit of solidarity, determination and aspiration for development spreading strongly in the Party Organization and the entire people in the province, we have many favorable opportunities to continue to promote development and create new breakthroughs.

A very encouraging signal is that right in the first days of the New Year 2023, we licensed an over-620-million-USD project by a partner of a leading technology corporation as well as granted an investment cooperation agreement to another project with a capital of 140 million USD.

We need to focus on the synchronous, drastic and effective implementation of the tasks with the highest determination, especially the key tasks set for 2023.

First of all, we must continue to do well the Party and political system building and rectification, making them pure and strong, determining this as a focal, regular and key task.

Second, we will focus on promoting the implementation of three strategic breakthroughs on perfecting the system of mechanisms and policies; developing infrastructure and improving the quality of human resources in the spirit of the Resolution of the 19th provincial Party Congress.

Third, it is necessary to strengthen measures to remove obstacles, and improve the effectiveness and efficiency of state management in all fields, especially land, natural resources and minerals, and environmental protection.

Fourth, we will continue to promote administrative reform, better the business and investment environment, and improve the provincial competitiveness. We must always identify people and businesses as the center, subject of service, goal and driving force for development; while resolutely handle acts that cause troubles and difficulties for businesses and people.

Fifth, along with economic development, we will step up comprehensive development of cultural and social fields, ensuring that all people enjoy the fruits of economic development. The province will well implement policies on social security, poverty reduction, and improvement of living standards of people, especially those in ethnic minority-inhabited and remote areas.

Sixth, it is necessary to perform well the national defence and security tasks; maintain political security, social order and safety; ensure a safe, secure and stable environment for development.

Seventh, we must promote patriotic emulation movements; promptly praise, honor and reward role models, good practices, and new, effective methods; encourage innovation and creativity.

A new spring is coming, following the impressive results achieved in 2022, we expect a successful year of 2023, with more impressive and comprehensive achievements. And we believe that we will successfully fulfill all the set targets.
