In recent years, the provincial Party Committee and People's Committee have paid special attention to leading and directing the improvement of the local PCI. As a result, Bac Giang made a breakthrough in the PCI ranking in 2022. Could you share about the province's key solutions for this work?

In fact, the province only considers the PCI ranking a tool to identify itself; and to improve economic management capacity and fix shortcomings. The nature of this work is to overcome ourselves but not to compete with other provinces and cities.

The Standing Board of the provincial Party Committee and the provincial People's Committee has issued a resolution and a plan on improving the investment and business environment and the PCI in Bac Giang province in the 2021-2025 period, with the goal of creating a favorable, equal, open, transparent and friendly investment and business environment to attract investment and develop enterprises.

The province is always committed to creating the best business and investment environment for investors and businesses by offering the best investment incentives in accordance with Vietnamese regulations and implementing its own support and incentive mechanisms and policies for a number of specific fields.

Bac Giang has showed many innovations and creativity in leadership, direction and administration in a spirit of flexibility and efficiency. It has strengthened contact and dialogue with businesses through many channels in order to promptly remove difficulties facing them. Local agencies and units have also taken many legal support actions for enterprises.

In the past year, after analyzing the PCI sub-indexes with low scores, the provincial leaders have closely directed, regularly reviewed and suggested reviews of the implementation of relevant departments and agencies so as to take measures to improve them.

Are you surprised by this result?

We are not surprised. To obtain this result, we had to make continuous efforts to improve the local investment and business environment. The PCI rank improvement is the synchronization with other indicators. This achievement is worthy of the efforts of the Party Committee, administration, people and business community in the province.

How does such a very high PCI ranking impact on the province's socio-economic development?

The ranking is the recognition of enterprises for the management apparatus and an encouragement for us, thus reinforcing trust in the authorities’ methods and boosting socio-economic development.

It also helps promote the image and investment environment of Bac Giang as a destination for domestic and foreign investors. This result also shows that people and businesses benefit from positive changes in the management apparatus.

What solutions the province will take to maintain its high place in the PCI rankings?

The high place in the PCI rankings is both joy and pressure for us. It forces us to maintain and improve our position. So, first of all, we must avoid the thought of self-satisfaction and be determined to do better in the time to come.

Raising awareness is the most important because it is a human issue. The public agencies must be aware of their responsibility, honor and pride to make continuous efforts for the common development. Meanwhile, businesses, especially small- and medium-sized enterprises need to raise their awareness to join hands with the authorities in administrative reform and fighting corruption and negative phenomena.

Another important issue is accelerating digital transformation. Only digital transformation makes all processes and activities in the business environment transparent, controlled and verified.

New policy on provincial-level inpatient health insurance enhances competitiveness, benefits patients

A new policy that allows health insurance participants who sign up for improper-level medical care at provincial-level hospitals nationwide to have their inpatient treatment costs covered by the health insurance fund with the same benefits and entitlement levels as the primary medical care has increased benefits for patients since it came into effect on January 1, 2021. 

Investment attraction priority taken to field with competitive advantage

(BGO) – Recently, the Ministry of Planning and Investment has verified Plan of Bac Giang province in period 2020 – 2030 with the vision to 2050. In the Plan, Bac Giang targets to be a modern industrial province with GRDP in top 15 leading provinces and cities nationwide and ranking first in the Northern Midland and Mountainous Region. To realize the goal, the province should implement solutions synchronously, especially investment attraction.
