"Sweet fruits" from agricultural support policies

BAC GIANG - Bac Giang province determines that the agricultural sector is the pillar of the economy, so the locality has many solutions to promote this field towards high quality and sustainability, including the improvement of support mechanisms and policies.

From the beginning of the 2021-2026 term, the Provincial People's Council issued 8 legal resolutions to help increase support resources and remove bottlenecks in agricultural production. Many resolutions have been put into practice with proved efficiency.

Many OCOP products of Hiep Hoa district are supported for development.

For example, Resolution No. 21/2021/NQ-HDND dated August 10, 2021 of the Provincial People's Council amending and supplementing a number of articles of regulations on a number of policies to support and encourage the development of cooperatives operating in the agricultural sector in Bac Giang province (referred to as Resolution No. 21) issued together with Resolution No. 24/2018/NQ-HDND dated December 7, 2018 of the Provincial People's Council.

Accordingly, Resolution No. 21 supports cooperatives with many contents such as land gathering, human resource training, product traceability stamps... As a result, to date, more than 70 cooperatives have been supported with a total budget of more than 5 billion VND from the state budget.

At An Thinh Agricultural Production Cooperative in Ngoc Thien commune (Tan Yen district), after survey, the cooperative met the conditions under Resolution No. 21 so in early 2023, it was supported 100 million VND to rent land for executing Ngoc Thien fragrant rice production project.

This product was rated as 3-star under One Commune One Product (OCOP) programme. Director of the Cooperative Nguyen Thi Thom said thanks to the support policy, the Cooperative expanded the rice cultivation area from more than 6 hectares to 10 hectares; contributing to the formation of a large raw material area to meet market demand and increase income for cooperative members.

According to Resolution No. 14/2023/NQ-HDND dated April 5, 2023 of the Provincial People's Council regulating the support costs to train members and workers of collective economic organizations and appeal young labourers to work at collective economic organizations in Bac Giang province by 2025, 11 cooperatives in districts of Lang Giang, Tan Yen, Yen Dung, Hiep Hoa, Yen The and Viet Yen township received total amount of over 422 million VND to pay benefits for 13 young workers in the last six months of 2023.

Promoting the strength, these young workers have helped cooperatives find and expand markets; build new products; well conduct the accounting and auditing tasks.

In addition, the Provincial People's Council also issued 15 separate resolutions on converting forest types and converting forest uses to other purposes. Thus, the whole province has converted more than 450 hectares of forest to other purposes to implement 96 public investment projects (building roads, schools, residential areas; improving transmission lines; exploiting land for leveling among others).

The Que Hang Rice Noodle Production and Consumption Cooperative in Chau Son commune (Tan Yen district) is supported with expense to purchase machinery for production.

As the result, the local road transport network is gradually completed. Many works and projects are provided with sufficient raw materials and leveling land. More land fund is expanded to attract investment and socio-economic development projects.

Le Ba Thanh, Deputy Director of the Department of Agriculture and Rural Development said that in the process of implementation, many resolutions have proved the effectiveness, helping boost up the production activities.

The province's agricultural production has developed rapidly and comprehensively, the structure has shifted in a positive direction, becoming a bright spot of the whole country.

For four consecutive years, the growth rate of GRDP in agriculture, forestry and fisheries has all grown positively, reaching a high rate (2020: 6.7%; 2021: 4.28%; 2022: 2.0% ; 2023: 2.63%).
