Bac Giang encourages people to use online public services at high levels
Online applications increase rapidly
At present, the province provides 802 level-3 and -4 online public services, of which 755 procedures are at the provincial level, 29 procedures at the district level, and the remaining at the communal level. The administrative procedures using online public services are mainly in the fields of business registration; issuance of judicial records; issuance and renewal of transport business licences, car emblems, and cross-border transport licences.

According to the Government's Decree No. 61 dated April 23, 2018 on the implementation of the one-stop-shop mechanism in handling administrative procedures, departments, agencies and localities promote the provision and use of online public services in solving administrative procedures.
On that basis, the provincial People's Committee issued a decision to announce the list of procedures applying online public services to ensure openness and transparency, and create favorable conditions for organizations and citizens to access and use the services. In 2019, Bac Giang strives to have more than 30 percent of administrative procedure dossiers processed online at levels 3 and 4.
Bui Huy Khanh, Deputy Director of the provincial Public Administration Service Center, said that in the first six months of the year, the percentage of online applications at the provincial level was only 19.2 percent, failing to meet the requirements. Shortly thereafter, the center advised the Office of the provincial People's Committee to issue a dispatch urging units to increase the number of online documents. At the same time, it appointed officials on duty at the center to directly guide people how to submit documents online in a number of procedures.
The provincial Department of Transport currently has 27 administrative procedures using level-3 and -4 services. In order to increase the number of online documents, the department has organized dialogues with businesses to promptly solve difficulties and problems relating to administrative procedures; and at the same time guide organizations and citizens how to use online public services.
In the first six months of 2019, the provincial Department of Education and Training had only 53 applications submitted online. However, in July and August, the department's one-stop-shop section received 119 documents. Some units also saw an increase in online transactions such as the provincial Tax Department and the provincial Department of Planning and Investment…
Focusing on popularization and guidance
The application of online public services helps state agencies ease pressure and work faster and more conveniently. Citizens and businesses also enjoy convenient services, saving time and costs.
By the end of 2020, Bac Giang strives to have 55 percent of administrative procedure services provided online at level 3 and 30 percent of services at level 4. At present, the provincial Department of Information and Communications is reviewing and making a list of administrative procedures regularly having dossiers, thus developing plans for applying level-3 and -4 services appropriately, ensuring the efficiency. |
In order to attract people and businesses to submit documents online, the Departments of Health, and Planning and Investment have organized training courses to guide the process of implementing administrative procedures at levels 3 and 4 for their officials and a number of businesses that make regular transactions.
As the leader of a unit with many procedures related to people and businesses, Bui Thi Thu Thuy, Director of the provincial Department of Labor, Invalids and Social Affairs, said: “From now until the end of the year, the department will assign the salary and employment divisions to continue including the content of online public services in conferences. Besides, they will review and reduce the processing time when documents are submitted online, thereby encouraging enterprises to submit dossiers online for procedures related to labor and employment. ”
