Bac Giang focuses on digital transformation to improve investment environment
Increasing online document
With 63 out of 115 administrative procedures handled at level 3 and 4, the DoPI accelerates communication to encourage and stimulate people to submit online document, especially relating to the group of procedure to establish and operate business, so as to help create transparent investment environment.

Head of Business Registration Division Nguyen Vu Dien said the Division created document, infographic, video and leaflet to introduce each detail of method, procedure and supporting policies to enterprises when they submit document via online public service.
Besides, the DoPI assigns official to give online assistance via telephone and hotline 19009026, email, zalo and Ultraview software. Thus, the number of online submission sharply increased.
The rate of online business registration hit 62 percent across the country, including 2,121 documents from Bac Giang province (making up 96.02 percent and helping the province rank 8 out of 63 provinces and cities nationwide).
Toward the satisfaction from organizations and citizens, since July 2020, the DoPI has conducted “5 on the spot” (receive, verify, approve, stamp and return) for 63 administrative procedures. The DoPI assigns a Vice Chief of Business Registration Division to directly verify and sign the document for the organization on demand, hence helping shorten down the handling time for many procedures, especially business registration formality.
Defining information technology as key base during digital transformation, the DoPI arranged equipment, enhanced qualification of the staff in charge, effectively operated professional applications such as national business registration system, national bidding network, national data on supervising investment assessment and management software for Bac Giang provincial bidding data.

With high determination, Bac Giang defines to intensively develop three fields of digital government, digital economy and digital society. To realize this target, the provincial Party Committee’s Executive Board on June 11, 2021 issued Resolution No.111/NQ-TU about digital transformation in Bac Giang province in the period 2021 - 2025, with the vision to 2030.

The DoPI has supported to register and establish new digital technology companies; well integrate formalities of business startup, especially three procedures of social insurance registration, labour declaration and invoice use registration into business registration procedure.
Also, the DoPI place the noticeboard to instruct the registration to the Programme “Supporting small and medium businesses” at one-stop shop as well as zalo group “Supporting business and cooperative in Bac Giang” while cooperating to provide training courses about taxation, finance, accounting, business management and digital transformation.
In the upcoming time, the DoPI continues implementing various solutions to improve the investment and business environment, accelerate the economic growth and application of information technology in handling task; increase the rate of online document submission at level 3 and 4; digitalize the document.
Besides, the Department will further develop database in each field to meet the technical standard and ensure integration, connection to the database of the province, ministries and central sectors as requested.
