Boosting implementation of policies for wartime logistics civilian labourers

(BGO)- The provincial Steering Committee for implementation of the Prime Minister’s Decision No 49 dated 14 October 2015 on mechanisms and policies exclusively designed for wartime logistics civilian labourers during the resistance wars against French and American troops to protect the homeland as well as those who undertook international missions (the Steering Committee 24) held a wrap-up meeting on 16 July. 

The meeting reviewed the implementation of mechanisms and policies for wartime logistics civilian labourers.

According to the provincial Steering Committee 24, the province is home to 53,000 beneficiaries of the Decision No 49. To date, more than 43,000 people have been decided to enjoy one-time allowance with total budget of nearly 90 billion VND (3.8 million USD) while 11,000 beneficiaries have been provided with medical insurance and 871 cases were paid burial expenses.

In the discussion session, the delegates shared their experiences in implementation of the Decision No 49. Besides, the Steering Committee 24 of the Military Zone 1 accelerated reviewing and paying process especially for the added records of the part-time wartime logistics civilian labourers who were in charge of filling up craters, building forts and battlefields at Kep airport, Pho Trang station and Bac Giang city.

Major General Ngo Quang Hung, Deputy Chairman Political, Deputy Chairman of the Steering Committee 24 of the Military Zone 1 stressed, fulfilling mechanism and policies for wartime logistics civilian labourers not only contributes to ensuring social welfare but also proves acknowledgement of the Party and State to the revolutionary contributors.

He requested the provincial Steering Committee 24 to continue implementing wide-range propaganda so that all wartime logistics civilian labourers can benefit this State’ policy. The steering committees at all levels were required to strengthen supervision to speed up and promptly conclude the implementation at the locality.

In his conclusion, the provincial Vice Chairman Le Anh Duong requested the members of the provincial Steering Committee 24 and local-level steering committees to revise and appraise the backlog records and guide the beneficiaries to rapidly complete required documentation.

These are complicated cases which are hard to verify; hence, local-level steering committees need to highly concentrate on strictly implementing the appraisal procedures.

After receiving the Decision on allowances, the provincial Department of Labour, Invalids and Social Welfares directed the related agencies to timely deal with the policies on medical insurance and pay for burial expenses. The districts and city strive to finish reviewing documentation to submit the upper- level agencies by August and conclude implementation of the Decision No 49 in 2019.

On this occasion, 3 groups and 6 individuals were awarded certificate of merit by Chairman of the provincial People’s Committee for their outstanding achievements in implementing the policies for wartime logistics civilian labourers.
