Overcome fear of mistakes and responsibilities in performing public services: PPC Chairman
BAC GIANG- The provincial People’s Committee of Bac Giang province (PPC) hosted a conference on June 27 to analyse the Provincial Competitiveness Index (PCI), Public Administrative Reform index (PAR Index) and Satisfaction Index of Public Administration Services (SIPAS) in 2023 while seeking solutions to improve rankings in 2024. PPC Chairman Le Anh Duong chaired the conference.
Bac Giang scored 69.75 points in PCI, securing its top position among 5 provinces and cities with the best governance performance in Vietnam (ranking 4th nationwide).

Regarding PAR Index, this is the 2nd year the province ranked 4th out of 63 provinces and cities with 91.16 points (up 2.62 points compared to 2022). Its SIPAS ranked 38th (climbed 6 places against 2022) while its PAPI ranked 10th nationwide.
These results demonstrated advancement of the province in improving investment and business climate and enhancing administrative reform quality aiming for satisfaction of businesses, organizations and citizens, which made positive contributions to socio-economic development of the province so far.
At the conference, Deputy Head of the Legal Department, Vietnam Chamber of Commerce and Industry (VCCI) highly evaluated the economic governance quality of Bac Giang province in recent years.
In order to promote the gained results, Bac Giang province should concentrate on building citizen-friendly local government, effectively improve performance, response capacity and quality of policy and law enforcement.
In line with improving the investment and business climate and administrative reform, the province needs to pay attention to developing green economy attached to sustainable environment protection.

Concluding the conference, PPC Chairman Le Anh Duong stressed in 2023 the province saw positive changes in administrative reform and improvement of investment and business climate, which have been highly appreciated by business community and citizens. However, it still revealed some shortcomings.
The PPC Chairman urged the participants, departments, agencies and localities to identify that evaluation of the indexes is not a competition for rankings but it is aimed to analyse the good and shortcomings to rectify and improve. It should be considered a motivation for self-completion and pushing themselves, thereby raising sense of responsibility in performing tasks.
In order to improve the indexes, the provincial leaders will drastically direct to improve the 3 main factors including (i) human resources, (2) technology and speeding up digital transformation, (3) the relationship among public agencies, civil servants and citizens and businesses.
