Ethnic minority region becomes prosperous thanks to traffic connections

BAC GIANG - In the period 2022-2024, Bac Giang province focused on investing and building civil overflow bridge and bridge for people in ethnic minority and mountainous areas. New transportation projects helped people develop economy and gradually reduce poverty.

Smooth traffic

In recent years, ethnic minority and mountainous areas have always received due attention from the Party and State by promulgating many policies to support socio-economic development. However, the lives of ethnic people in such areas are still difficult with a high rate of poor households compared to the lowlands and the general level of the whole province.

One of the main reasons was asynchronous development of transportation infrastructure. Thus, the Provincial Ethnic Committee chaired and advised the Provincial People's Committee to issue Plan No. 511/KH - People's Committee (Plan 511) dated October 15, 2021 on investment in building 73 civil overflow bridges and bridges to serve more than 13,000 households, including 8,600 ethnic minority households in 4 districts of Yen The, Luc Nam, Luc Ngan and Son Dong.

Total cost hit nearly 170 billion VND (7.2 million USD) to implement in 3 years 2022-2024 (150 billion VND from the provincial budget and the remaining from the district budget and other corresponding capital sources).

Yen The is the district that effectively implemented Plan 511. In early 2024, all six civil overflow bridges in Dong Vuong, Dong Tien, Canh Nau communes were completed, making the district the first locality to complete the Plan. 511.

The District People's Committee assigned Yen The District Construction Investment Project Management Board to be the investor.

The unit actively coordinated with Party Committees and commune authorities to propagate and mobilize officials, party members and people, especially ethnic minorities, to agree to construct the project with a total length of 1.9 km, total investment of 14.6 billion VND.

The investor appointed technical staff to supervise and manage the project to ensure progress and quality.

Motivation for people to escape from poverty

Some localities had creative method to implement Plan 511. One of the highly appreciated solutions was that investors used the budget economically and effectively.

Ben Nhan overflow bridge in Dai Son commune (Son Dong district) is put into use, helping ease commuters and trade exchange.

Son Dong and Luc Ngan districts are two localities with many projects constructed on this occasion. Among them, Son Dong built 36 overflow bridges and Luc Ngan had 12. Thanks to saving in construction and installation of previous projects, each locality had funds to build one more civil overflow bridge.

Notably, construction projects did not have funding for site clearance compensation, so communes set up propaganda steering committees to mobilize officials, party members and people for support.

The project met the wishes of the people, so as soon as it was implemented, many households near the project area were ready to remove auxiliary works and walls and donate thousands of square meters of land for construction.

Currently, the remaining two projects are going through bidding procedures, including Xe Mong and Kham Khang overflow bridges. The newly built bridges not only serve travel needs but also become a driving force for local people to implement production models, develop the economy and escape poverty sustainably.

Resolution of the 19th Bac Giang Provincial Party Congress, term 2020-2025, set out the task of socio-economic development in ethnic minority and mountainous areas in a sustainable direction, improvement of the material and spiritual life of the people as well as narrowing the gap in development levels among ethnic groups and regions in the province.

Adhering to that spirit, in the coming time, the Provincial Ethnic Committee will continue to inspect and urge localities and investors to urgently settle the completed projects and soon hand over to localities.
