Bac Giang implements specific local policies to mobilize resources for economic development and ensure social security
Meeting demands of reality
Among them is Resolution No. 07/NQ-HDND dated July 13, 2017 of the provincial People's Council, which stipulates policies to support the building of concrete village, inter-village and intra-field roads in association with inter-village transport.

Through discussion, the provincial People's Council decided to choose this field because rural transport is of great significance in socio-economic development for a province facing many difficulties like Bac Giang. In 2018 and 2019, the province had more than 2,800 kilometers of concrete roads built and expanded thanks to this policy.
Resolution No. 46/2016/NQ-HDND dated December 8, 2016 of the provincial People's Council stipulating policies to support the development of hi-tech agricultural production in the 2017-2020 period has also been actively implemented, creating an intensive development and a drastic change in quality, restructuring the agricultural structure, and raising productivity and economic efficiency.
From 71 models in 2017 and 2018, up to now, the province has built 249 high-tech agricultural production models with a total area of 411,000sq.m of net and polyethylene houses.
Initially, a number of large-scale high-tech agricultural production areas have been formed with the cooperation in technology transfer, technical material supply, production organization and product consumption under the value chain. The productivity, quality and production efficiency of models increased by 20-30 percent compared to conventional production.
Resolution No. 34/2015/NQ-HDND dated December 11, 2015 and Resolution No. 12/2018/NQ-HDND dated July 11, 2018 of the provincial People's Council prescribe policies to support infrastructure investment for 36 villages and hamlets with special difficulties in Bac Giang province in the 2016-2018 and 2019-2021 periods. It aims to support the construction of transport works (underground works, flood-proof roads and those to prevent landslides and slippery) and irrigation works (lakes and dams).
Implementing Resolution No. 19/2017/NQ-HDND dated July 13, 2017 of the provincial People's Council prescribing mechanisms and policies regarding preschool teacher contracts and kindergarten fee levels of public preschools in the province.
Not only recognized in the province, this particular policy has also been appreciated nationwide as it fixed the shortage of preschool teachers and ensured the living conditions and social security for this contingent, helping them feel secure and stay loyal to their career.
Strengthening supervision, effectively implementing the resolutions
Bui Van Hanh, Standing Vice Chairman of the provincial People's Council, said that each meeting of the provincial People's Council adopted many resolutions including those with specific local policies.

In order to ensure the effectiveness when implementing, the research and preparation have been carefully conducted in terms of practicality and legality. Therefore, it is necessary to do well surveys to grasp the situation, the aspirations of the people, the local reality, and especially the policies’ possible impacts on the local socio-economic situation.
The 7th Session of the provincial People's Council (18th tenure) issued many resolutions with specific local policies. Currently, the provincial People's Committee is directing agencies and localities to actively implement these resolutions.
These resolutions are all aimed at contributing to realizing the province's socio-economic goals, which are to continue developing sustainable agriculture; promote spearhead education of the province; show humanity and encourage elderly people; implement cultural lifestyle and continue to raise the quality of criteria for new-style rural and civilized urban areas.
