Bac Giang is entering a new phase with a boom in infrastructure construction investment. Not only non-budget capital, budget capital for basic construction is also much higher than in the previous period. Concluding the conference, Duong said that last year the province has achieved positive results in infrastructure construction investment such as kicking off all projects and putting many works and projects into use, creating a premise for infrastrucure construction investment in the 5-year period (2021-2025).

The first solution is to speed up the progress of all projects because the later they are done, the higher costs they will pay. All stages must be conducted quickly, especially the investment preparation and site clearance, so that work on the projects can start in the second quarter.

The winning contractors need to have backup plans when the prices of materials increase, and focus on reserving materials whose prices may hike. With the current conditions, it is necessary to apply bidding packages with estimate adjustments and regularly update the prices of raw materials to have a reference basis.

The local leader stressed the need to improve the quality of the stages, have mechanisms to quickly remove difficulties and obstacles, maintain evaluation mechanisms for consulting units and construction contractors, and publicize capacity to facilitate the selection of quality units.

Regarding the proposal for authorization and decentralization, he assigned the Department of Construction to review, adjust and continue decentralization. It is necessary to strengthen training and improve staff qualifications; combat corruption and negative phenomena among officials engaged in infrastructure construction and develop skilled and qualified cadres.
