Secretary of the provincial Party Committee Bui Van Hai: Hiep Hoa district planning must be strategic and long-term

(BGO) - On June 10, Bui Van Hai, member of the Party Central Committee, Secretary of the provincial Party Committee and Chairman of the Bac Giang provincial People's Council had a working session in Hiep Hoa district on the construction of the Hoa Phu Industrial Zone (IZ) and the district’s planning work for the 2021-2030 period, with a vision to 2050.

At the Hoa Phu Industrial Zone, representatives of the investor Hoa Phu Invest Co., Ltd said that the Hoa Phu IZ construction and infrastructure business project has a total investment of over 1.9 trillion VND (82 million USD) and covers an area approved by the Prime Minister of more than 207ha in the communes of Mai Dinh, Chau Minh and Huong Lam.

To date, about 140ha have been cleared at a cost of over 320 billion VND. Hoa Phu Invest Co., Ltd has spent 420 billion USD building technical infrastructure on an area of 82ha.

At present, there are nine secondary investors granted investment licences on 27ha with a total investment capital of 1.52 trillion VND. Five other secondary investors reached agreements on using 22ha with an estimated investment capital of 1.1 trillion VND.

After listening to the reports, Secretary of the provincial Party Committee Bui Van Hai spoke highly of the efforts made by the Hoa Phu Industrial Zone investor. Here, the infrastructure system has been invested quite methodically and synchronously, contributing to the attraction of investment to the province.

To solve difficulties related to site clearance, he asked Hiep Hoa district, the communes and the investor to coordinate more closely; have specific, suitable and lawful land clearance plans based on the current situation; and resolutely solve bottlenecks.

On the same day, reporting to the provincial Party Committee Secretary and the working delegation about Hiep Hoa district's planning task for 2021-2030, with a vision to 2050, local leaders said that it is expected that by 2035, the district will have seven industrial zones and 10 industrial clusters with a total area of about 2,500ha.

By 2035, Hiep Hoa will have eight hi-tech agricultural production areas covering 700ha in total, including six for planting flowers and vegetables, one for breeding and vegetable and flower growing, and one for breeding and aquaculture.

The district will improve the system of administrative centers and public services with six general hospitals, a district-level central market, a wholesale market, 16 rural markets, a public social protection establishment, a vocational school, a facility providing vocational training for workers, and 10 high schools...

Speaking at the working session, Secretary of the provincial Party Committee Bui Van Hai emphasized that Hiep Hoa needs to change the way of thinking and the method of planning in the direction that the district must assign tasks to communes. 

Development orientations must be strategic and long-term. Regarding the establishment of industrial zones, the district could divide it into many stages. The IZs should be built in places with favorable conditions and high investment attraction capability first.

About the general planning of Hiep Hoa urban area, it is necessary to calculate and determine a road map with the goal of meeting the criteria of a fourth-tier urban area by 2025. The surrounding satellite regions also need to form urban areas and townships. At the same time, the planning of cultural, sports, medical and educational facilities at district level must meet future development needs.
