Expected names of 34 provincial-level administrative units

General Secretary To Lam signed Resolution No. 60-NQ/TW of the 11th meeting of the 13th Party Central Committee on April 12, 2025, on restructuring the country’s provincial-level administrative units to 34 in total, including 28 provinces and six centrally-run cities.

Below is the expected list of names for the provinces, cities, and their political-administrative centres (provincial capitals) of 34 provincial-level administrative units

Quang Ninh Province is one of provincial-level administrative units not undergoing mergers.

I – Provincial-level administrative units not undergoing mergers

1. Hanoi City

2. Hue City

3. Lai Chau Province

4. Dien Bien Province

5. Son La Province

6. Lang Son Province

7. Quang Ninh Province

8. Thanh Hoa Province

9. Nghe An Province

10. Ha Tinh Province

11. Cao Bang Province

II – Newly formed provincial-level units after mergers

1. Merging Tuyen Quang Province and Ha Giang Province, to be known as Tuyen Quang Province, the political-administrative centre is located in Tuyen Quang Province today.

2. Merging Lao Cai Province and Yen Bai Province, named Lao Cai Province, the political-administrative centre is located in Yen Bai Province today.

3. Merging Bac Kan Province and Thai Nguyen Province, to be known as Thai Nguyen Province, the political-administrative centre is located in Thai Nguyen Province today.

4. Merging Vinh Phuc Province, Phu Tho Province and Hoa Binh Province, to be known as Phu Tho Province, the political-administrative centre is located in the current Phu Tho Province.

5. Merging Bac Ninh Province and Bac Giang Province, to be known as Bac Ninh Province, the political-administrative centre is located in the current Bac Giang Province.

6. Merging Hung Yen Province and Thai Binh Province, to be known as Hung Yen Province, the political-administrative centre is located in the current Hung Yen Province.

7. Merging Hai Duong Province and Hai Phong City, to be known as Hai Phong City, the political-administrative centre is located in the current Hai Phong City.

8. Merging Ha Nam Province, Ninh Binh Province and Nam Dinh Province, to be known as Ninh Binh Province, the political-administrative centre is located in the current Ninh Binh Province.

9. Merging Quang Binh Province and Quang Tri Province, to be known as Quang Tri Province, the political-administrative centre is located in the current Quang Binh Province.

10. Merging Quang Nam Province and Da Nang City, to be known as Da Nang City, the political-administrative centre is located in Da Nang City today.

11. Merging Kon Tum Province and Quang Ngai Province, to be known as Quang Ngai Province, the political-administrative centre is located in Quang Ngai Province today.

12. Merging Gia Lai Province and Binh Dinh Province, to be known as Gia Lai Province, the political-administrative centre is located in Binh Dinh Province.

13. Merging Ninh Thuan Province and Khanh Hoa Province, to be known as Khanh Hoa Province, the political-administrative centre is located in Khanh Hoa Province today.

14. Merging Lam Dong Province, Dak Nong Province and Binh Thuan Province, to be known as Lam Dong Province, the political-administrative centre is located in Lam Dong Province today.

15. Merging Dak Lak Province and Phu Yen Province, to be known as Dak Lak Province, the political-administrative centre is located in Dak Lak Province today.

16. Merging Ba Ria-Vung Tau Province, Binh Duong Province and Ho Chi Minh City, to be known as Ho Chi Minh City, the political-administrative centre is located in Ho Chi Minh City today.

17. Merging Dong Nai Province and Binh Phuoc Province, to be known as Dong Nai Province, the political-administrative centre is located in Dong Nai Province today.

18. Merging Tay Ninh Province and Long An Province, to be known as Tay Ninh Province, the political-administrative centre is located in Long An Province.

19. Merging Can Tho City, Soc Trang Province and Hau Giang Province, to be known as Can Tho City, the political-administrative centre is located in Can Tho City today.

20. Merging Ben Tre Province, Vinh Long Province and Tra Vinh Province, to be known as Vinh Long Province, the political-administrative centre is located in Vinh Long Province today.

21. Merging Tien Giang Province and Dong Thap Province, to be known as Dong Thap Province, with the political-administrative centre located in Tien Giang Province.

22. Merging Bac Lieu Province and Ca Mau Crovince, to be known as Ca Mau Province, with the political-administrative centre located in the current Ca Mau Province.

23. Merging An Giang Province and Kien Giang Province, to be known as An Giang Province, with the political-administrative centre located in Kien Giang Province.
